Noerena Limón

Chief Executive Officer, Casita Coalition


Noerena Limón is the Chief Executive Officer of the Casita Coalition, a pioneering organization dedicated to tackling the national housing crisis through innovative “missing middle” housing solutions. Under her leadership, the coalition is driving efforts to increase naturally occurring affordable housing such as ADUS so that more people can have access to affordable and accessible housing for rent and homeownership.

Noerena’s influence extends beyond the Casita Coalition. She was appointed by Governor Gavin Newsom to serve on the Board of the California Housing Finance Agency (CalHFA). She is also a Fellow with the U.C. Berkeley Terner Center for Housing Innovation.

Prior to that, Noerena served as Executive Vice President for Public Policy and Industry Relations at the National Association of Hispanic Real Estate Professionals (NAHREP), where she was a leading voice for advancing Latino homeownership. Her career also includes roles at the Consumer Financial Protection Bureau (CFPB), where she worked in the Office of Mortgage Markets, and in the Obama Administration as part of the White House’s Office of Political Affairs.

Noerena holds a Bachelor of Arts from the University of California, Berkeley, and a Master in Public Policy (MPP) from the Harvard Kennedy School.
