Frances Bond

Sr. Program Specialist Office of Small and Disadvantaged Business Utilization, USAID


Frances Bond is a Senior Program Specialist for the Office of Small and Disadvantaged Business Utilization (OSDBU) at the United States Agency for International Development (USAID). She joined USAID in November 2015 following her tenure as a level III Contracting Officer Representative (COR) in the Chief Information Office at the Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS).

Currently, she also serves as the Program Manager for USAID’s Subcontracting Program where she leads the Agency’s outreach and external training on small business subcontracting.

Frances possesses two decades of experience in government acquisitions and federal small business programs. She previously worked at the Department of Veterans Affairs OSDBU office as a Small Business Specialist for over five years. Other positions she has held in her federal career include Contract Specialist, Contracting Officer, and Procurement Analyst respectively.

She holds a Bachelor of Science degree in Management Studies from the University of Maryland.
